    Welcome to the Lincoln County R-III School District!  The day your child enters preschool marks the beginning of an exciting new phase in their life.  We know that children learn in different ways and at different rates. Our goal is to help your child develop to their fullest potential by providing them with a variety of experiences.  

    Our partnership with you is essential in this process.  We welcome your involvement and want you to feel comfortable visiting our campus so that you may learn more about your child’s education.  We hope that you find the information presented in this handbook will acquaint you with our program and help your family better prepare for the transition to our school.  We look forward to partnering with you as we begin the journey of helping your child realize their potential.  If you ever have any questions or concerns, please feel free to call our office at 636-462-3020.

    Age Grouping

    Children will be in a mixed-age, mixed-ability group setting.

    Alternative Methods of Instruction (AMI)

    Alternative Methods of Instruction (AMI) may be utilized in circumstances of emergency or extended closure for the purpose of review and reinforcement of previously taught skills and/or the introduction of new concepts.  On days where AMI is assigned, families will be notified through the regular communication channels (phone call, text, email, or social media) utilized by the District and their child’s school.  Teachers will create assignments for students to complete at home and will establish and communicate their office hours for the day.  This will be two, thirty-minute time frames where the teacher will be available on virtual platforms to answer any questions, just check-in or for guidance with instruction.  You can also reach them via their school email address during regular school hours.  Electronic and/or web-based assignments and materials could also be utilized for AMI.  Student attendance will be recorded on days when AMI is assigned and will be documented by the completion of assignments and/or online participation in activities and assignments.  If your child has an IEP (Individualized Education Plan), FORM G of this document will be followed to the best extent possible.  

    Attendance

    Please call the office to inform us of your child’s absence.  If no call is received by 1 hour after your child’s start time, an email will be sent from Parent Square.  Should an absence occur, the responsibility of payment is not waived.  The Early Childhood Center office is open from 7:00 a.m. - 4:30 p.m.  School hours are 9am to 4pm for the full day, 9am to 12pm for AM session and 1pm to 4pm for PM session.  The Early  Childhood Center follows the Lincoln County R-III School District calendar except for early out Wednesdays.

    We only release early on the 2nd Wednesday of each month.

    Background Checks

    Student safety is the top priority of the Lincoln County R-III School District.  In an effort to ensure student safety throughout each school day, background checks are required for all field trips, student teachers, and  any individual (excluding other students) working directly with students.  Background checks will be required for volunteers, and/or any additional opportunities allowing presence within Lincoln County R-3 schools.  Background checks need to be completed by the first day of the month before the date of the scheduled event.  

    Backpack

    Due to the possibility of accidents, each child is expected to have a weather-appropriate change of clothes, including underwear, socks & shoes (if possible), in their backpack.  Soiled clothes will return home in a bag for the parents to wash.  Please return all ECEC clothes to school as soon as possible.  A backpack is necessary every day.  If you need help getting one, please contact the office at 636-462-3020.


    A school communication folder will be sent home daily in the backpack.  Please look through it NIGHTLY  and complete any paperwork that may come home.  Please put any paperwork for the school (including tuition payments in a sealed envelope) into your child’s folder.  Please label all paperwork, payments, etc. with your child’s name.  The children hang up their backpacks in the hallway; bring their folder to their teacher, and the teacher checks for anything sent from home.  Any paperwork placed outside the folder may be overlooked.

    All backpacks must be REGULAR SIZED.  Small backpacks will not hold the folder that is a necessity to travel back and forth to school.  A water bottle is also something each child will bring to school daily.

  • Birthdays

    If you send birthday party invitations to school, please be sure to include all members of the class.  If you choose not to invite the entire class, please make other arrangements to deliver the invitations.  This request is intended to help avoid hurt feelings on the part of anyone in the class who may not be invited to the party. There are special occasions, such as birthdays, when parents may send treats to school for the entire class.   If you would like to send a treat, you must adhere to the State Department guidelines, which state that such treats must be purchased from a bakery or store.  All candies should be individually wrapped.  Homemade cookies, cakes, etc., are not allowed.  Thank you for your kindness and consideration in following this health-related policy.

    Bullying - Policy 2655

    The District is committed to maintaining a learning and working environment free of any form of bullying or intimidation. Bullying is strictly prohibited on school grounds or school time, at a school sponsored activity or in a school related context.   Bullying is the intentional action by an individual or group of individuals to inflict intimidation, unwanted aggressive behavior or harassment that is repetitive or is substantially likely to be repeated and causes a reasonable student fear for his or her physical safety or property; substantially interferes with the educational performance, opportunities, or benefits of any student without exception; or substantially disrupts the orderly operation of the school.  Bullying may consist of physical actions, including gestures, or oral cyberbullying, electronic, or written communication, and any threat of retaliation for reporting acts of bullying.  

    Cyberbullying means bullying as defined above through the transmission of a communication including, but not limited to, a message, text, sound, or image by means of an electronic device including, but not limited to, telephone, wireless telephone, or other wireless communication device, computer, or pager.  The District may prohibit and discipline for cyberbullying that originates on any District campus or at a District activity if the electronic communication was made using the school’s technological resources, if there is a sufficient nexus to the educational environment, or if the electronic communication was made on the District’s campus or at District activity using the student’s own personal technological resources.  Further, Students who engage in significant acts of misconduct off campus that materially and adversely impact the education of District students will be subject to discipline.  

    Bullying, as defined in this policy, is strictly prohibited.  Students are encouraged to report any incident of bullying which they have witnessed or incurred, by contacting their building principal.  District employees are required to report any instance of bullying of which the employee has witnessed within two (2) school days of the occurrence.  Employees shall report the occurrence to the building principal, who is the person the District designated to receive reports of incidents of bullying.  A principal who receives a report of an incident of bullying shall initiate an investigation into the allegations within two (2) school days of receipt of the report.  The principal may assign other employees to assist in the investigation, or request that the superintendent assign an outside investigator.  The investigation shall be completed within ten school days from the date of the written report of bullying unless good cause exists to extend the investigation.  No employee or student who reports an act of bullying shall be subject to reprisal or retaliation for making such a report.  Any person who engages in reprisal or retaliation against an employee or student who reports an act of bullying shall be subject to disciplinary action.  

    The District shall give annual notice of the policy to students, parents or guardians, and staff.  This policy shall be included in all student handbooks.  This policy shall also be posted on the District’s web page (as a Board Policy) and a copy shall be placed in the District Administrative Office.  

    The District shall provide information and appropriate training to District staff who have significant contact with students regarding the policy.  All staff with significant student contact shall be trained on the requirements of this policy on an annual basis. 

    The District shall provide education and information to students regarding bullying, including information regarding this policy prohibiting bullying, the harmful effects of bullying, and other applicable initiatives to address bullying, including student peer-to-peer initiatives to provide accountability and policy enforcement for those found to have engaged in bullying, reprisal, or retaliation against any person who reports an act of bullying.  The District shall instruct its school counselors, school social workers, licensed social workers, mental health professionals, and school psychologists to educate students who are victims of bullying on techniques for students to overcome bullying’s negative effects.  Such techniques include but are not limited to, cultivating the student’s self-worth and self-esteem; teaching the student to defend himself or herself assertively and effectively; helping the student develop social skills or encouraging the student to develop an internal locus of control.  District administrators will implement programs and other initiatives to address bullying, to respond to such conduct in a manner that does not stigmatize the victim, and to make resources or referrals available to victims of bullying. 

    Mrs. Michelle King, principal of the Early Childhood Education Center, is responsible for investigating alleged acts of bullying.

     

     

    Character Education

    Teachers and students are actively involved in Character Education.  Character Education uses integrated teaching strategies and stresses positive character traits.  The function of Character Education in our district is to focus on positive character experiences that demonstrate and promote a learning climate that is based on respect and trust. Each month, students and staff will focus on a different character trait while continually building on previous traits.

    August – Enthusiasm: I am excited about helping others.  I will set my goals high and do my best each day.

    September – Self-Control: I act appropriately when I manage my thoughts, words, and physical behavior.

    October – Accountability: I am someone people can depend on to honor my commitments.  I am responsible for my thoughts, words, actions, and choices.  I admit my mistakes and work to correct them.

    November – Respect: I am polite, courteous, and caring.  I honor others and myself.  I will treat all people with dignity.  I will value property.

    December – Service: I make a difference in the lives of others by being helpful and giving.

    January – Integrity: I am honest and sincere with others and myself in my words and actions.  I choose to do the right thing even when no one is looking.

    February – Compassion: I care about the feelings of others.  I will treat all people with kindness.

    March – Encouragement: I use positive words and actions to motivate others and myself to not give up when faced with challenges or obstacles.

    April – Citizenship: I am a good citizen who respects authority, obeys laws and rules, chooses to vote, and protects the environment.

    May – Gratitude: I am a thankful person.  I am mindful of those who help and care for me.  I appreciate those who support me in achieving my goals.

  • Child Abuse/Neglect Policies and Procedures

    The law mandates that the entire Early Childhood Center staff report any suspected case of child abuse and/or sexual abuse or neglect.  Typically, but not necessarily, a conversation will be held with the parents when something is out of the ordinary or we suspect abuse and/or neglect.  After that conversation with the  parent, if the staff feels a need to call the Child Abuse/Neglect Hotline is necessary, this call will be made and documented by our staff.  The Principal is notified prior to the “hotline call.”  This call is made by one staff and witnessed by another.  Detailed case notes are to be written describing the incident/injury with the date, time, and staff’s name included.  If an investigation is in progress with a child at our center, we fully cooperate with the Children’s Division, including allowing them to visit the child at our center with staff supervision.     Class Time

    Class is from 9:00 am-11:55 am for AM session & 1:00 pm - 3:55 pm for PM session and 9:00 am to 3:55 pm for ALL DAY sessions.  We need to keep all disruptions to a minimum.  This includes phone calls to classroom teachers.  The office will take a message and the teacher will call back as soon as possible.  Email or Parent Square  is the most effective way to communicate with your child’s teacher.

     

    Code of Conduct

    All students and parents will show respect and courtesy to all staff and to all other students while on school property.  This includes the parking lot.

    -No profanity, obscene language, or offensive hand signals.

    -No weapons allowed.  This includes “fake” or “toy” weapons such as plastic guns, swords, water pistols, etc.

    -No hitting, kicking, shoving, or fighting in any manner.

    -No pets allowed at school.

    -This is a tobacco-free campus.   This includes e-cigarettes and vaping.

     

    Communication Lines

    Communication between home and school is very important.  Teachers aim to keep in contact with parents concerning student performance, behavior, activities, etc.  The phone number to the Early Childhood Center is 636-462-3020, or if you prefer, email us on our Contact Us page

  • Counseling Program

    Lincoln County R-III School District has counseling programs to encourage students in the direction of intellectual, social, and emotional growth.  The counseling program includes:

    • The counselor visits each classroom periodically throughout the year to teach counseling lessons.
    • Small group counseling is available upon request by a parent, student, or teacher dealing with topics such as anger management, study skills, friendship skills, self-concept, stress management, or divorce issues.
    • Individual counseling is provided as needed.  Referrals to outside agencies are made if necessary.  
    • Parents are encouraged to contact the counselor if any resources are needed.
    • The counseling program monitors and reinforces the character education program school-wide.
    • Appointments may be made with the counselor to discuss parenting concerns by calling the school office.
    • All the district counselors and social workers are held to an ethical code of conduct.  Exceptions to the code of conduct could be but not limited to when students report they or anyone else are unsafe and/or reporting or harming themselves or others.
    • Students can give permission to share with specific, relevant persons.

    Custody Situations

    In the event that a court-ordered legal custody situation develops, whereby a parent is not allowed to pick up the child without legal consent, the parent/guardian must provide the original documents to verify legal custody.  This information will be reviewed and a copy will be placed in the child’s file.  In the case of custody or special family situations, please note the following:

    • We must have a copy of any legal court document on file with the directions clearly stated to be able to refuse a parent or designee of a parent from picking up a child.
    • It is the parent’s responsibility to supply any updated or changed court documents during the school year.

    In the event of a dispute, the School Resource Officer or Law Enforcement will be called.

    Daily Snacks

    Each child will receive a morning snack and an afternoon snack provided by ECEC.  Your child will have access to their water bottles at snack time.  If your child requires special snacks due to dietary restrictions, you will need to provide their snacks.  Please provide us with dietary restrictions prior to the first day of your child’s attendance. 

    Discipline Policies and Procedures

    Our focus at the Early Childhood Education Center is the instruction and reinforcement of positive social behaviors rather than consequences for misbehavior.  Our school implements the Positive Behavior Intervention Support (PBIS) to reinforce the expected behavior and to reteach when misbehavior occurs.  PBIS is designed to strengthen and improve our students’ social skills by clearly stating and reinforcing the expected behaviors.  We have three universal expectations: be safe, be kind, and be responsible in all areas of the school day.   Our classrooms provide structure and routine, which are key elements in reducing negative behavior. If a student behaves in an unsafe manner that may harm him or herself or others the student may be escorted to the office where an administrator will assess the situation and take the necessary steps to ensure everyone’s safety.

    Dress Code

    Children should wear comfortable play clothes for safety when running and playing.  Messy activities are part of the program curriculum.  The Early Childhood staff will provide protective apparel to reduce the risk of damage to clothing.  However, clothing may become dirty during the hours of the day.

    Warning:  We will have FUN.  We will get DIRTY!  Do not wear “nice” clothes to school.

    Shoes and clothing must meet reasonable safety guidelines for physical play.  Tennis shoes are most appropriate.  If your child prefers to wear open-toed shoes, please send tennis shoes and socks for outdoor play.  Participation in physical activities may be limited due to unsafe apparel.  We do play outdoors almost every day, so remember to send appropriate outerwear with your child.  It is suggested that you layer clothing during the cooler days of the year, as temperatures can range greatly within a day.

  • Emergency Pick Ups

    Any person designated on the Emergency Contact form will have permission to pick up a child.  Anyone picking up a child must be at least 18 years of age and have the proper car seat in their vehicle.  To ensure the safety of all children, please have the authorized person be prepared to show ID when picking up your child.

    Emergency Procedures

    Emergency Drills are conducted periodically during the school year.  These drills provide the students and staff practice in following correct procedures in case of a fire, tornado, earthquake, or intruder.  Proper student behavior is modeled and taught during these drills.  In the event of a disaster that requires complete evacuation, all children will be taken to the Troy Fairgrounds.  Parents will be notified of pickup procedures using their emergency contact information.  

    Enrollment

    Students enrolled in the tuition based preschool program will be required to attend the PM (afternoon 1pm-4pm) session during the year prior to entering Kindergarten.  This will be the standard placement for all students in this program.  

    Inclement Weather

    Inclement weather is always a possibility.  Every effort will be made to provide cancellation notices as early as possible.  Local radio and television stations are notified when a decision is made, and school closings are also posted on the District’s website and sent via School Messenger.  Please tune in to these local media outlets for information on questionable weather days: Channels 2, 4, & 5 and KWRE 730 AM & KMOX 1120 AM.  Here are a few reminders about inclement weather days.

    First and Foremost: You Make the Call

    You are always the best judge of your own situation and what is best for your child.  The District makes our decision on what is best for all students and staff, and that decision may not fit your individual situation.

    Closing Due to Inclement Weather

    School District personnel drive bus routes to check firsthand on local conditions and consult officials in neighboring school districts. Whether or not the conditions will be improving throughout the day is also considered. Safety is always our top priority.

    Early Dismissal

    Early dismissal is not an option we like to use unless conditions are expected to get worse throughout the day. This is primarily due to the fact that many parents work, and the children are often safer at school.  Please try to have a plan in place to handle early dismissals.

    Your Understanding and Cooperation is Appreciated

    For every person who is happy with a weather-related decision, there is someone who is unhappy.  We appreciate your understanding of the difficulties and the timing of our decisions. Your support in helping your child get to and from school safely on inclement weather days is sincerely appreciated.

    Important

    If schools are closed, please refer to the Lincoln County R-III School District 2025-2026 calendar for makeup days. Makeup days are used in the order they appear on the calendar.

  • Latchkey

    Latchkey is available from 6:30a.m.-9:00a.m and 4:00p.m.-5:15p.m.  Please contact Kim Eveland, Latchkey Director, at 636-462-5073 for more information.

    Late Drop Off and Pick Up

    If the drop-off procedure is finished (9am & 1pm), parents/guardians, or authorized individuals must park in a space and accompany their child into the building and sign the child IN with the time of arrival and a signature.

    Parents will not be allowed to take their child to the classroom, as class time will have already started.

    A staff member will escort your child to the classroom.

    If the pick-up procedure is over (12pm & 4pm), you must park and come into the building and sign your child out.

    Anyone picking up your child MUST have a photo ID.  Any staff member may ask to see an ID if unsure about identity.  This policy is strictly enforced for your child’s safety.  Children will only be dismissed to someone other than the legal guardian if the person is listed as an emergency contact in the child’s file and the office is notified.  If you sign your child out between 11:45am- Noon or 3:45pm-4:00pm, you will need to wait in the waiting area until the car line has dispersed before your child can be brought to the front office.  We apologize for any inconvenience this may cause.

    Late Pickup Fees

    Parents who arrive to pick up their children after 12pm for AM and after 4pm for PM will be required to pay a late fee.  Late fees will be posted to your account and will appear on the following billing cycle.  It is $1/ minute after pick up time.  If you know you will be late due to traffic or other incidents you can’t prevent, please try to make other arrangements AND contact the office at 636-462-3020.

    PLEASE NOTE: Preschool services may be withdrawn if five (5) late charges occur during the school year.

    Lost and Found

    Any items left in the Early Childhood building will be placed in the lost and found.  Children’s personal property, coats, clothing, school bags, etc. must be cleared from the building each day.  Every effort will be made to contact the owners of labeled items.  This is why it is a great idea to label all your child’s belongings.  

    Remaining items will be donated to charity periodically.

    Lunch

    Lunch is only available to those children who are in the full day program.   Your child may either bring a lunch from home or purchase one.  Any lunch sent from home cannot be microwaved.  Complete hot lunches, including milk, are served at a cost from Chartwells.  Students pay for their lunch through a prepaid account system.  All checks for lunch should be made payable to Lincoln County R-III School District.  If your child wishes to only purchase milk, they can.  Students that have a negative meal account balance will not be allowed to purchase a school meal, but instead, a sun butter sandwich and milk for lunch until their meal account has a positive balance.  Email notifications will be sent weekly to students who are below in their meal accounts.  If your child does not bring lunch and you do not notify the office of your child’s lunch plans by 10am, a school lunch will be provided and charged to your child’s account.  

    Free and Reduced Meals Program

    The Free and Reduced Meal Program is available for families with financial hardships and are unable to pay the full price of meals served in schools for their child(ren). A new application must be filled out every school year. Applications can be obtained via the district website, school building, or at Central Office after July 1 of each year. 

    To apply, fill out a Free and Reduced Meals Application and return it to the school. Use one Free and Reduced Meals Application for all students in your household. The information provided on the application is confidential and will be used only for the purpose of determining eligibility. Applications may be submitted any time during the school year and extend into summer school as well. If your child(ren) qualifies, reduced meal prices are available for lunch or free for lunch.

    Media Permission

    Photographs and videos of students may be used for classroom projects, the district website and other school related purposes.  If you do not wish for your child to be photographed, please submit a written notice to your child’s school and we will ensure that their image is not used for these purposes.  Parents will be notified in advance of individual student interviews for external media organizations or any other situations where an outside organization may take photographs of specific students.  Public events such as athletics and concerts are not covered by this notice.  Photographs posted on our websites and social media accounts will not contain student names, unless such a student is being identified as the recipient of an award or honored for an achievement.

  • Napping

    Children attending all day will be provided a scheduled nap/rest time.  Please provide a small blanket/towel.  Children who do not nap will be expected to rest quietly so the other children may sleep.  Light music may be played during the rest time, and the lights will be off.

    Pandemic Planning

    The District acknowledges the ever-changing needs of the county, country, and world as pandemics occur.  Information and guidelines will be established to address given pandemic situations as they arise.  Specific communications will be sent to families in the event of a need for pandemic procedures. 

    Parent/Teacher Conferences

    Fall parent/teacher conferences are scheduled for all students.  Spring parent/teacher conferences are optional for students who received a Fall conference.  Conferences may be requested any time by the parent or the teacher, but you are asked to make an appointment.  Please contact the school office at 462-3020 with any concerns.

    Parent Teacher Organization

    Parents are encouraged to join the Parent Teacher Organization (PTO).  The social contacts with the teachers and with other parents are invaluable.  The PTO meeting is an excellent time to meet the teachers, but it is not the time to discuss individual problems.  All parents are urged to attend these meetings and become members.  These meetings are held monthly and are listed in our monthly newsletter.

    Parking

    Please do not block the car loop, park in the grass, or park on the sidewalk.  For safety reasons, NO CHILDREN are to be left unattended in vehicles.

    Parking Lot Rules

    • Follow guidance from staff members in the parking lot.
    • Stay off your cell phone.
    • Do not switch lanes or go around cars once in an established lane.
    • Do not allow your child to “drive” your car.
    • Keep your child buckled until you park to get them out.
    • No foul language.
    • No smoking or vaping.
    • No drugs or alcohol use.
    • Do not allow your child to hang out windows.
    • Drive cautiously and slow.  There are many adults and children in the parking lot at all times.
    • Do not allow pets out of the car.
    • Hand to Hand the entire time a student is in the parking lot

    Permanent Records

    The school keeps a permanent personal record of each student.  This record is initiated in preschool and is used throughout the thirteen years the student may be in the District.  The cooperation of parents is of particular importance in securing information for this very important record.  These records are confidential and are to be used only by authorized school personnel.  Records are available to parents. (Board Policy #2400)

    Personal Property

    Necessary personal property should be marked with your child’s name (coats, book bags, lunch boxes, etc.).  Cubbies and/or hooks are provided for all necessary personal property.  Necessary personal property is the responsibility of the child/parents.

    Nonessential personal property, such as toys, electronics, etc., are not allowed at school.  However, there will be times that the classroom teacher will request personal property within the following limitations:

    • There is a designated time and place at which the personal property may be used by the child.
    • Personal property must be clearly labeled with the child's name and must be stored in a suitable container.
    • The risk of lost, damaged, or stolen nonessential personal property brought to childcare lies solely on the parent.  However, the ECEC is happy to take all means available to help recover the item.
  • Pictures

    Pictures of all students are taken during the school year.  Individual pictures are used for school records. Parents may purchase packages but all children will be in the yearbook.  Picture retakes will be scheduled for students that missed picture day or want a new picture taken.  Professional Pictures will be taken at school in the Fall & Spring.

    Playground

    Students will go outside for recess unless the weather, as listed on Moscow Mills Real Time Weather Station, the temperature is 100 degrees or higher “heat index” or 20 degrees or lower “wind chill” factor.  All students are expected to go outside for recess as weather permits.  Administrator discretion may also be used to make decisions regarding cancellation of recess.  Appropriate clothing should be worn according to weather conditions.  A student must have a written medical excuse to be excused from recess.  Please dress your child in play clothes, they will get dirty while playing.

    Returned Checks (TUITION students only)

    All “non-sufficient funds” checks must be paid at the Early Childhood Education Center by cash, cashier’s check, or money order.  There is an additional $25 charge for each returned check.  NOTE:  All non-sufficient fund (NSF) notices sent by the Finance Department must be cleared within 30 days of notice.  Families that fail to comply with the NSF notice will not be eligible to return to the Early Childhood Education Center.  A family with three NSF checks in a 12-month period will be required to pay tuition fees with cash, money order, or cashier’s checks.  Any family requesting to reinstate check payment will require a meeting with the Principal of the Early Childhood Education Center.

    RULER

    As part of our ongoing efforts to continue to provide the most impactful experiences for the children and families we serve, we have committed to implementing RULER, an evidence-based approach to social and emotional learning developed at the Yale Center for Emotional Intelligence.  RULER is also an acronym for the skills of emotional intelligence: Recognizing emotions, Understanding emotions, Labeling emotions, Expressing emotions, and Regulating emotions.  Research from the field of emotion science finds that children who understand and manage their feelings make more responsible decisions, have stronger relationships, and perform better in school.

    We are excited to be bringing the RULER approach to social and emotional learning to our students!  RULER helps students to learn about and manage their emotions.  This is important for success in nearly every aspect of our lives-for attention, memory, and learning, for making and keeping friends, for healthy decision-making, and for our overall well being.

    We will be infusing RULER into all parts of the Early Childhood Education Center experience.  Teachers will be using lessons about feeling words, storybooks and the Mood Meter to teach the RULER skills and build emotion vocabulary.  They will also be integrating conversations about emotions in day-to-day routines and centers.  Your child’s teacher will be providing more information about the lessons and what RULER looks like in their classroom.

    In adopting RULER, we hope to strengthen our skills of emotional intelligence, to build a stronger community, and prepare our students in their transition to kindergarten and beyond.

    Safe School Policy- Board Policy #2600

    It is our policy to ensure the highest possible standards of learning as well as the safety, health, and wellbeing of students and employees.   We recognize that inappropriate behavior/acts can substantially interfere with student and employee productivity.   We are dedicated to preventing these disruptions in our schools.  Behaviors that are disruptive may include: theft/extortion, disrespectful/disruptive behavior, abusive/profane language, truancy, physical attack on students/adults, verbal attacks on students/adults, sexual harassment, the possession of hazardous objects, and possession of controlled substances.  The appropriate school officials reserve the right to punish any group or person displaying behavior, which is subversive to good order, discipline, and wellbeing in our schools.

    Lincoln County R-III School District abides by the Safe Schools Act adopted in 1996 and amended in 1997 and 2000.  Students, faculty and staff are instructed to take threats seriously and report them to the building administrators immediately.  Anonymous tips may be made and will be investigated.  Any offense stated in the Safe Schools Act, including assault, property damage, or the possession of weapons must be reported to the building principal.  The superintendent may modify a weapons suspension on a case-by-case basis.

    Students are subject to disciplinary action up to and including expulsion for serious misconduct away from school and school activities and outside normal school times for serious acts of misconduct, which may impact the school environment.  Such misconduct will generally be disciplined pursuant to the district’s disciplinary policy as if the misconduct had occurred at school.

    Screenings

    All children who attend the Early Childhood Education Center will be given a DIAL screening either before school starts or throughout the school year.  This screening covers all areas of development including speech, language, motor skills, concepts, hearing, and vision.  Paperwork to be filled out will be sent home to parents prior to the screening. 

    Severe Clause – (Board Policy #2620)

    Severe misbehavior may result in consequences in excess of the scheduled consequences. Some examples include fighting, insubordination, and possession of weapons.

    Sign In and Sign Out, Absences, Drop Off and Pick Up

    Drop-off begins at 8:45 a.m. and 12:55 p.m.  Pick-up begins at approximately 11:55pm and 3:50pm.  Please follow the loop designated so that traffic can flow with ease and follow all directions given by the parking lot attendants.

    Each child will receive a “car tag”.  Please place this tag on your rear view mirror during pick up so it can easily be seen by the staff member who is calling names into the building.  Your child will be escorted out of the building and to your car by one of our staff members.  You do not need to park in a parking spot.  Anyone picking up a child MUST have the car tag.  If you or a family member is picking up and does not have the car tag, you will be required to present a valid photo ID before the student is released.  Parents ONLY can purchase additional tags for $2 in the office.

    Strengths and Difficulties Questionnaire

    Children’s social and emotional health affects their overall development and learning.  Social-emotional skills begin to develop at birth and continue throughout life.  These skills are essential for connecting with others and helping us to manage emotions.  

    The Strengths and Difficulties Questionnaire (SDQ) is a brief questionnaire that provides a balanced coverage of a child’s behaviors, emotions, and relationships.  The SDQ consists of 25 items equally divided across five subcategories measuring emotional symptoms, behavior concerns, hyperactivity, peer difficulties, and prosocial behavior.  It is used worldwide and is a beneficial tool to help us identify strengths and needs of our students.

    At ECEC, our teachers complete the survey several weeks into the school year.  Our teachers and social worker use this information to determine areas that are strengths for your child as well as skills that are more difficult and may need more instruction and support.  If the SDQ identifies an area of needed skill development, we will monitor progress through additional screenings throughout the year.  Our goal is to ensure that your child is receiving the support needed to develop social-emotional skills which will help them gain confidence, manage stress and anxiety, resolve conflicts, and make and keep friendships.

    Special Circumstances

    If your child has a disability that requires adaptation to the program such as walkers, protective headgear, a wheelchair, or any other assistance, we require notification and educational information prior to the child attending the program.

    Supervision of Children

    The Principal, staff, and high school Child Development III students/technical school students will constantly supervise children.  No child will be left unattended at any time for any reason.  No student will be allowed to be alone with a high school student at any time. 

     

     

     

  • Tax information

    Tax statements are mailed by the IRS deadline of January 31 of the tax year to the primary parent listed on the Early Childhood Education Center account.

    Toileting and Diapering Procedures/Responsibilities

    Diapers and wipes are the responsibility of each parent of a child in diapers.  Needed supplies must be provided in a timely manner.  Should the program supply diapers or wipes, it is expected that the parent replenishes the facility’s supply.  Toileting help will be provided when needed.  Gloves will be worn, and appropriate hand washing will be enforced.  Unless medical information is provided, potty training will be a part of your child’s day.

    TUITION (for paying students only)

    Tuition is due the 1st of every month.  Our tuition and latchkey payments are processed through a company called Famly.  Parents can pay online through this program.  Payments by check can be sent in your student’s folder in a sealed envelope clearly labeled “tuition.”  Parents can pay at the office with cash or check.  You can pay by debit/credit card on the online Famly App.  Please DO NOT send cash in with your child.  You will be billed for the days that your child is enrolled.  (For example, Tuesday and Thursday children will pay for the number of Tuesdays and Thursdays in the monthly billing cycle during which the Troy School District is open.)  If you choose to withdraw your child, a two-week notice may be required.  Payment reminders will go home via the parent’s email UNLESS we are otherwise notified.  Children will not be allowed to return to preschool if payment is delinquent.  Your child’s spot in our preschool program could be filled by another child on our waiting list (this will be handled on an individual basis).

    The parent/person registering the child is responsible for payment.  If payments are divided between two parents, the responsible parent will be the primary contact and will receive all statements, calendars, and correspondence, unless it is indicated that both households should receive information on the registration forms.

    To maintain program sustainability and program quality, refunds will NOT be provided for snow days.

    Visitors

    All visitors (including parents) must present their driver’s license to the office. No one will be allowed on school premises without a visitor’s pass from the office.  Please refrain from taking photographs and videos while on campus, including the parking lot.

    Under applicable state and federal law, a parent does have a right to observe his/her child in the educational setting.  However, if a parent, advocate, or other person wishes to conduct an observation of any child, activity, teacher, or classroom, he/she must submit a written request to the building principal within five school days of the date he/she wishes to observe with the following information:

    1.  The name and position of the individual(s) who will be observing

    2.  The date and time he/she wishes to observe

    3.  The amount of time he/she wishes to observe

    4.  The specific purpose for which he/she wishes to observe

    The building principal must then grant written permission for the observation to occur.  The District reserves the right to deny any observation that it believes will disrupt the educational environment or may lead to a direct or indirect release of personally identifiable information about a student or students.  The building principal or other administrator will provide a written or verbal explanation of its decision prior to the requested observation date.  (Policy #1430)

    The Lincoln County R-III School District encourages respectful and courteous behaviors from all patrons.  All patrons present on our campuses must not use profane or obscene language or offensive hand signals.  We are tobacco-free campuses, (including e-cigarettes) and prohibit the use of any tobacco products.  Thank you for abiding by these expectations and encouraging a safe educational environment.

    Volunteer Opportunities

    We encourage volunteers in our program.  Volunteering in the classroom provides the opportunity to take an active role in your child’s first school experience.  Moms, dads, grandparents and other caregivers are welcome to volunteer.  All volunteer opportunities need to be scheduled with the classroom teacher in advance.  All volunteers must be at least 18 years of age, MUST present their driver’s license to the office and receive a Visitor’s pass before entering the classroom and be willing to help with all of the children in the classroom.  Volunteers will never be alone with children and will be supervised by the teacher at all times.  When volunteering, please find other arrangements for siblings.  Each volunteer is expected to respect all children and agree not to discuss any child outside of school.  Please refrain from taking photographs and videos while on campus, including the parking lot.

  • Allergies

    If your child has an allergy, please contact the school nurse about products that are dangerous for them to consume, touch, or be near.

    Asbestos Information 

    The Lincoln County R-III School District has developed and maintains an Asbestos Inspection and Management Plan as required by the Asbestos Emergency Response Act of 1986 (AHERA). A copy of the plan is available for your inspection at our administrative office during regular office hours. 

    Medical Information 

    The school health program is under the direction of a licensed nurse. Each year you are required to complete a Health Inventory Form for each student. This information is viewed by the school nurse annually. In the event that your child has a medical diagnosis of asthma, diabetes, seizure disorder, or a severe allergy, you will need to complete additional forms.  These forms can be obtained through the school nurse. It is important that all emergency contacts are up to date. 

    Medication Policy 

    Standing Orders

    The Lincoln County R-III School District, in partnership with Dr. James Bockhorst, has established medical standing orders to service our students more efficiently.  These standing orders are reviewed annually by the District Health Coordinator and Dr. James Bockhorst.  A signed standing order form allows the school nurse or designee to administer over the counter medication to your child.  Only students whose parents/legal guardians have signed the form are allowed to be given medication.  The medication available is listed on the standing order form and can be obtained on the R-III website or from your child’s building nurse.  

    Prescription Medication and OTC Medication NOT listed on the Standing Order Form

    Medication will be given by designated school personnel only on orders of a physician and written authorization of a parent/legal guardian.  Both prescription and over-the-counter medication (not listed on the standing orders) must be brought in by an adult, in the original prescription bottle along with the doctor’s note that gives instructions on administering the medication.  Students are NEVER allowed to carry medication on the bus or at school.  This permission must be renewed annually.  The district will not administer the first dose on any medication. DO NOT allow your student to bring the medication to school.  

    First Aid

    The school attempts to provide the safest environment for children.  If an accident does occur, the school nurse will render first aid and call parents or the family physician if she believes that further medical attention is needed.  Any treatment beyond first aid will be the responsibility of the parents/legal guardian.  Any injuries occurring at school should be reported to the office.  In an emergency, the student will be taken to Mercy Hospital Lincoln unless otherwise specified.  

    Illness at school

    If your student becomes ill at school, parents/guardians will be notified.  The school will call the appropriate emergency numbers provided by the parents.

    Your child will be sent home from school for the following signs/symptoms:

    • Temperature/Fever--Above 100 degrees
    • Difficulty breathing or wheezing without proper treatment or failure to respond to treatment.
    • Vomiting or diarrhea
    • Sore Throat with fever and/or symptoms of possible strep throat (white patches on tonsils or enlarged red tonsils)
    • Rash with unknown origin
    • Eye drainage
    • Unusual Color of Skin, Eyes, Stool, or Urine
    • Live Head Lice

    Lincoln County R-III Head Lice Procedures

    1. Students with live lice (bugs) will need to be picked up by a parent at their earliest convenience.  Students may go back to class until they are picked up.  When live lice are found, the school contacts the parents via phone that day and informs them of the findings.
    2. Students may return to school as soon as proper treatment has begun.  Students will need to stop at the nurse’s office before going to class each day for 3 days and then every other day for 7 days.  Parents are NOT required to bring their student to the nurse’s office for these checks.  Students will be allowed to ride the bus to and from school.
    3. Students with nits are allowed to stay at school for the remainder of the day.  Parents will be notified of the nits, via phone or letter sent home with students.
    4. The Lincoln County R-III School District does NOT do whole class or whole school lice checks nor will a parent request to check another student (unrelated to the parent) from their student’s class be granted.
    5. Parent handouts will be sent home to the entire class when a student is found to have an infestation of lice (live lice found).  If multiple kids in the same class are found to have an infestation during the same week, the parent handout will only go out once in that week.

    This procedure is based on best practices involving lice detection, transmission and treatment.  The Centers for Disease Control (CDC) in all of its published journals and articles state that head lice move by crawling.  They cannot hop or fly.  Head lice are spread by direct contact with the hair of an infected person; therefore, anyone who comes in head-to-head contact with someone who already has head lice is at greatest risk.  Spread by contact with clothing (such as hats, scarves, coats) or other personal items (such as combs, brushes, or towels) used by an infected person is uncommon.  The CDC also states that nits are “very unlikely to be transferred successfully to other people”-which has led to many schools across the nation dropping their no-nit policies.

    Another intention of the procedure is to help keep children from missing class, shield children with lice from embarrassment and protect their privacy.  Our procedure is based on current research around best practices along with ensuring the social/emotional well-being of our students.

    The Lincoln County R-III School District follows the recommendations of the Department of Health and Senior Services guidelines for the control and communicable diseases and reserves the right to request a physician’s note for any student to be readmitted to school.

    Immunizations

    All students attending District schools are required to be in compliance with the state programs mandating immunization against specific diseases.  Failure to comply with the Districts immunization requirements will result in exclusion from school until proof of compliance is provided.  (Policy 2850, Regulation 2850)

    • If the student cannot receive the needed immunization(s) for medical reasons, an original medical exemption card (a copy will not be accepted) will need to be completed and signed by a physician and filed in the student’s health record.
    • If the parent/guardian objects to immunizations for religious reasons, an original exemption card (a copy will not be accepted) must be signed by the parent/guardian and verified by the school nurse.  A new card for a medical exemption and a religious exemption are required for each new school year.
    • In the event of an outbreak, students who are exempt from immunizations for any reason will be excluded from school for their own protection and that of other students, in accordance with the State Rule 13 CSR 50-101.0412.  The only exception will be students with a signed letter from a physician saying they have already had the disease and have available laboratory confirmation of immunity.  

    Accidents

    If your child is involved in an accident at the Early Childhood facility, the following procedures will be followed:

    In the case of a severe emergency or life-threatening situation:

    • A staff member will stay with the child.
    • Someone will be sent to call 911 and the school nurse.
    • The parent/guardian and office will be contacted.
    • If more than one staff member is at the Early Childhood Center and the parent is not available when the child is transported to the hospital by ambulance, a staff member will accompany the child.  The child’s emergency information form will be taken to the hospital with the child.  If no one is available to accompany the child, the Early Childhood Principal will accompany the child to the hospital. A staff member will remain with the child until the parents arrive and are fully informed about the emergency.

    In a non threatening situation or minor injury where the child requires medical attention but does not require an ambulance:

    • The office/nurse will be called for assistance as soon as possible.
    • The office/nurse will make necessary calls to the parents/guardians.
    • The nurse will care for the injured child.
    • An accident report will be completed and a copy will be sent home to the parents of the child.  A copy will also be kept in the child’s file.

    Young children are more susceptible to serious complications associated with certain diseases and have different immunization requirements than older children.  The following table indicates immunizations required for children enrolled in or attending child care and preschool facilities in Missouri.  This table is for use in completing the day care immunization survey and is NOT a recommended schedule.  It should only be used to determine whether a child is in compliance with Missouri childcare regulations. 

    Please note - Although not required for attending childcare or preschool facilities, the ACIP recommends all children be appropriately immunized with rotavirus, influenza, and hepatitis A vaccine.

    Immunization records are required and will be collected by the school nurse.  A child will not be allowed to enroll in the Early Childhood Education Center if they are not in compliance with the immunization requirements.  Immunization records can be faxed to 636-462-3021 or dropped off at the Early Childhood Office.

     

  • EQUAL EDUCATIONAL OPPORTUNITY- All public schools are required to provide a free and appropriate public education to all students with disabilities, including those attending private or parochial schools, beginning on the child’s third birthday through age twenty (20), regardless of the child’s disability.  The Lincoln County R-III School District assures that to comply with the full educational opportunity goal, services for students ages three (3) through twenty-one (21) will be fully implemented by 1999.  Disabilities include: learning disabilities, intellectual disability, behavior disorders/emotional disturbance, speech disorders (voice, fluency, or articulation), language disorders, visually impaired, hearing impaired, physically/other health impaired, multiple disabilities, deaf/blind, autism, early childhood special education and traumatic brain injury.

    The Lincoln County R-III School District assures that it will provide information and referral services necessary to assist the state in the implementation of early intervention services for infants and toddlers eligible for the Missouri’s First Steps Program.

    All public schools are required to provide parents the right to inspect and review personally identifiable information collected and used or maintained by the district relating to their children.  Parents have the right to request amendment of these records if they feel the information is inaccurate, misleading, or violates the privacy or other rights of their children.  Parents have the right to file complaints with the U.S. Department of Education or the Missouri Department of Elementary and Secondary Education concerning alleged failures by the district to meet the requirements of the Family Educational Rights and Privacy Act (FERPA).  You may contact your local district if you wish to review the requirements provided in FERPA.

    The Lincoln County R-III School District has developed a Local Compliance Plan for implementation of Special Education, and this plan is available for public review during regular school hours on days’ school is in session in the Office of the Superintendent of Schools.  The Local Compliance Plan is a written narrative that describes the District’s plan for compliance with the requirements for identifying and serving all students with disabilities. Included in this plan are the policies and procedures, which the District must follow regarding storage, disclosure to third parties, retention, and destruction of personally identifiable information.  The plan also describes the assurance that services are provided in compliance with the requirement of 34 CFR 76.301 of the General Education Provision Act.  

    Public schools in the State of Missouri are required to conduct an annual census of all children with disabilities or suspected disabilities from birth through age twenty (20) who reside in the district or whose parent/legal guardian resides in the district.  This census is compiled as of May 1 each year.  This information is treated as confidential and is submitted to the Missouri Department of Elementary and Secondary Education.  Information to be collected includes: name of each child; parent/legal guardian’s name/address; birth date and age of each child; and each child’s disability or suspected disability.  Should the district fail to submit an annual census, the State Board may withhold state aid until the census is submitted.  If you have a child with a disability or know of a child with a disability who is not attending the public school, please contact your school district.  

    This notice can be provided in languages such as Chinese, Spanish, Arabic, Vietnamese, or any other language as may be necessary.

     

    FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA)- The Family Educational Rights and Privacy Act (FERPA) is a federal law that protects the confidentiality of a student’s educational record.  It also requires schools receiving federal money to provide access to their child’s records and allows them to request modification of the child’s educational records.  The right is also extended to students aged 18 and older.

    Food Service Program

    Meal Charges

     

    Purpose

    The purpose of this policy is to maintain consistent meal account procedures throughout the District. Unpaid charges place a financial strain on District finances.  The Food Service Department is responsible for maintaining food charge records and for notifying the District’s building administrative offices of outstanding balances.

     

    Administration

    a.Student Groups:         

    • Elementary students will be allowed to charge a maximum of ten ($10.00) dollars.
      • These meals charged will include only the menu items of the reimbursable meal
      • Once the maximum of $10 has been met, the student may receive a designated menu alternate for both breakfast and lunch
      • After this maximum has been met, no additional charges will be accepted
    • Middle school students will be allowed to charge a maximum of ten ($10.00) dollars.  
      • These meals charged will include only the menu items of the reimbursable meal
      • Once the maximum of $10 has been met, the student may receive a designated menu alternate for both breakfast and lunch
      • After this maximum has been met, no additional charges will be accepted.
    • High school students are not allowed to charge any meals.
      • If the meal account is negative, the student may receive a designated menu alternate for both breakfast and lunch.

    b. No charges will be allowed for ala carte foods and beverages. Students must have funds available to purchase

    ​​​​​​​c. Parents/guardians of students with negative balances will be contacted electronically, by correspondence, or by phone call by the building’s administrative office or by the Food Service Department

    • Email notifications will be sent weekly to parents of all students.

    • Parents/guardians will be contacted via phone calls, emails, and/or hard copy letters requesting “payment in full.” If there are financial hardships, parents will be offered to set up a repayment plan for their student(s) by building office personnel.
    • All charges not paid before the end of the school year will be carried forward into the next school year.
    • Graduating seniors must pay all charges in full.  Failure to do so may result in the delinquent student being denied participation in graduation ceremonies.

    e.Meal applications are included in Student Enrollment Packets and sent home with all students the first day of school. If a financial hardship is suspected, families will be encouraged to apply for free/reduced meals at any time during the school year. 

    f. Each building principal will notify all parents of this policy via the student handbook. This policy will also be published on the District’s website and communicated to all staff members and food service personnel.
